What the hell was that? Did President Clinton really say that? Maybe this references something that I am unfamiliar with? I am mystified.

3. I asked an Arkansan family
in my neighborhood (they moved up here to represent the family's chicken farm to buyers) and they were clueless. "Not in any Arkansas I'm from" was the reply to the question asking if it were an Arkansas thing.
