1. it was blackmail money to some degree
the Sauds were living the "do as I say..not as I do" type lifestyle with many of the clerics being upset by their blatant sinful behavior. I have read that a lot of the money funneled to these Wahabbists was to keep them off their butt to begin with...

4. The fight against terrorism should have always focused
against Wahabianism and al queda. They have intensified attacks against American interests for over a decade now. 9/11 occurred due to this virulent form of Islam. Pressure should have always been on the Saudi government (who also is the main target of the terrorists) as well as continued pressure in Afghanistan and Indonesia. To invade Iraq was one of the biggest blunders in our history as we lost the high road with many other countries in the pursuit of the crazy neocon doctrine.

How, how, how did Congress allow the sick desire for
revenge against Saddam to be manipulated and entangled
with the legitimate need to neutralize a true enemy? Why
didn't they block this, call it out for what it was,
before we became involved in yet another quagmire?

You are too generous in calling it loss of focus. It is
terrible derilection of duty.
