Culture
It defines so many things. In the US we expect injustices to be dealt with by institutions we have set up in our society. We have a basic trust in these systems. We are aware of problems within it as it ages but in general we believe that the proper way to deal with injustice is comunally.

Other cultures do not necissarily share this view of justice. One particular subset of Arab culture takes a very personally responsible view regarding justice. If a harm is done to you it is your responsibility to see that justice is served.

Thus when we offer such a people what we believe to be the advantages of our culture they see the flaws and errors that we ourself are aware of and dismiss it as nonfunctioning or corrupt. They see no justice unless full justice is served to all who have transgressed. No deals. No negotiations. No mercy.

Thus it is that our systems clash. What we do in the name of righting wrongs is percieved as corruption and injustice. And in their system justice must be served to those who are unjust.
