Senate GOP Blocks Democrats' Version of Stimulus Plan

Senate Republicans yesterday blocked a $73 billion Democratic-crafted economic stimulus plan from coming to a vote, underscoring the vast gulf between the two parties over whether tax cuts or increased spending will provide the better relief for the ailing economy.

The Democratic plan would have directed most of its funds toward aiding the unemployed and low-income workers as well as bolstering homeland security. Republicans -- and the Bush administration -- favor tax cuts aimed at corporations and individuals, much like the $100 billion bill that passed the House last month.

Enron reps met 6 times with Cheney or his staff

WASHINGTON (Reuters) - Representatives of the collapsed energy giant Enron Corp. met six times with Vice President Dick Cheney or staff from his energy task force, the White House has told a Democratic lawmaker.

In a Jan. 3 letter to Rep. Henry Waxman, vice presidential counsel David Addington said that Enron's Chairman Kenneth Lay met Cheney once during the development of the administration's energy plan. Cheney has already acknowledged this publicly.

EPA Veteran Resigns Over Pollution Policy

A senior Environmental Protection Agency official resigned this week, protesting what he described as Bush administration efforts to undermine tough legalactions against dozens of aging coal-fired power plants and refineries that have violated federal emission standards.

Eric V. Schaeffer, who headed the EPA's Office of Regulatory Enforcement, said yesterday that Energy Department officials treat the power industry as their "client" in pursuing drastic changes to enforcement policies aimed at eliminating millions of tons of unlawful air pollution.

The resignation of Schaeffer -- a 12-year EPA veteran who oversaw air pollution enforcement rules for the past five years -- dramatizes an intense battle over proposals to roll back enforcement efforts against power plants and refineries in the Midwest and Southeast. Those power companies upgraded or expanded their facilities well beyond routine maintenance without installing new pollution control equipment as required by the Clean Air Act, the EPA and Justice Department contend.

WASHINGTON (AP) - In a victory for energy producers, the
Environmental Protection Agency on Thursday
proposed relaxing air pollution rules to make it easier for utilities to upgrade and expand their coal-burning power plants.

The utility industry, buoyed when Vice President Dick Cheney's energy task force began re-examining the air pollution regulations more than 15 months ago, long has argued that the regulations inhibit expansion of facilities.
