Theory on lack of protest permits in NYC for the RNC

Someone suggested to me today that perhaps the reason why they haven't issued any yet is mostly because they want to wait as long as possible...maybe to discourage MORE people from coming, or to prevent increased organization by those organizations who have requested such permits.

Look at it this way...if they issue them 3 days before the convention starts, it might discourage some people from even coming to the city . Maybe that's their goal.

Does that seem plausible?
