Its political speech isn't it? They reach more people than Michael Moore will reach.

They have something called "the media exception."

And they decided that documentaries don't qualify, because the biggest documentary out now is Michael Moore's.

If the biggest documentary out now were anti-Kerry, then they would rule that documentaries are part of "the media exception."
