If we can't hand out voter registration cards, what about

flyers with DU's addy and lists of reading material?

Would love to send folks to the bookstore looking for Moore (of course), Palast, Hightower, Huffington, Ivins, Chomsky, Franken etc.

8. It is my understanding that I could not actually REGISTER voters,
but that handing out cards would not be a violation.

9. Every state is different - I guess...
I'm from California and there would be a real fight on someone's hands if they tried to stop me from doing exactly what the instructions say to do on the voter registration forms. In California, I'm able to sign up anyone and send it in as long as I sign, date, tear off and hand the registration form receipt to he new registrant.

10. In Texas, it is not supposed to be associated with anything partisan.
So, if we were set up in the main lobby of the theater, we could register everyone, but I think only registering people in F911 would be on the line, if not crossing it.

No one should stop me in California if I do it as a private citizen (I hope). Hmmm, to paraphase Will Rogers, "I'm not a member of any organized political party, I'm a Democrat!" ;)

their behalf, you must be a deputized registrar, so the private citizen thing sorta doesn't apply. However, ANYONE can go pick up a stack of applications (or print them off the net) and hand them out to people to fill out and mail in themselves.

California's policy is sort of streamlined...Perhaps you can talk to some of your state representatives about moving Texas out of the dark ages.

VOTER REGISTRATION DRIVES

In our Voter Service role, we present unbiased, nonpartisan information about elections, the voting process, and issues on the ballot.

If you register to vote because a group is encouraging your registration, the following will describe the process and your rights.

If you wish to set up a voter registration drive, contact the Secretary of State's office for advice and a copy of the booklet, Voter Registration in California.

REGISTER EVERYONE: Groups that are handing out voter registration application forms must help everyone to register. They may not provide forms only to people who agree to join their political party. These
groups are required to give a voter registration application form to anyone who requests one if the group "has sufficient forms" (at least one blank form).

NO "PRE-MARKING": The Voter Registration Application form may not be "pre-marked". For example, a political party may not check their party's box before (or after) giving you the form to fill out.

ASSISTANCE: If someone filled out the form with information provided by you then that person must sign and date the form below your signature.

DELIVERING THE FORM: You may mail the voter registration application form yourself or you may let the group turn in the form for you.

If you let the group turn in your form be sure you are given the voter's receipt stub from the form. The stub has the same number as the form you filled out.

If the person who will turn in your form is being paid by the group then she or he must sign her or his full name, telephone number and address, and the name and telephone number of the person, company, or organization that is paying her or him.

Just us the National Voter Registration Form, which can be viewed and printed (w/ Adobe Reader) from the FEC website:

NOTE -
* New Hampshire town and city clerks will accept this application only
as a request for their own mail-in absentee voter registration form.

* North Dakota does not have voter registration.

* Wyoming cannot accept this form under State law.
