Campaign Finance Reform Question

The Senate passed a copyright laws to put people in prison for 3 years for secretly videotaping a movie in theaters.

This has the support of both Democrats and Republicans.

Why hasn't McCain-Feingold stopped the Senate from acting so contrary to the public interest?

Obviously, it's not in the interest of society at large for a person to be taken away from his family and his job for 3 years because he videotaped a movie.

How does Disney still exert so much control over Senators?
