Will the Iraqi government insist Iraqi nationals be given priority
in reconstruction contracts, or, is it still all about Halliburton? I remember when I was serving in Germany, it seemed there was some kind of quota the US military had to maintain in hiring German nationals. I wonder if Iraq will be able to do that.

2. I have a hunch, and this hasn't been reported much, that many of the
insurgents are people who are angry because their jobs, things they have been trained to do, or have done all their lives, are being given to foreigners. This may be why so many kidnappings, and murders, of foreign nationals. Why would they want so much for all the people who are there to "help" them to leave, if not for the reason they feel they can do the jobs themselves?
