What a bunch of BUllSHit !
The Mayor wants everyone to go to work just like they would any other time. How can people go about their business if this is a "credible" threat against one of these financial institutions? Should these people take the day off? Or just pretend this is not really a credible threat?

1. Personally, I'd stay home
...every time the threat level went to Ernie or above. If everyone did that, it'd learn 'em right quick!

2. Just a pretext...

Provide a pretext for "limiting protests," do this early enough that the criticism will have been effectively muted in a month even if some renegade news organization bothers to question it, then present a nice, clean RNC. Hey, look, we didn't even have any protesters!
