If this "terrorist alert" is for real, when it is rolled back, there should be some arrests of culprits and conspirators. If there is not, than the only conclusion that can be drawn is that it's phony.
If the jobs' numbers from July are stagnant or down, the stock market drops, and oil prices increase, it will put an appearance of a false alert.
In addition, I believe this terrorist alert is an attempt to inoculate Bush from bad news out of Iraq.
Again, to summarize, the alert is relaxed without any arrests, jobs numbers are poorer than expected, no drop in oil prices, and bad news from Iraq will certainly point to an alert for political convenience.
