I think he is on medication for epilepsy. I think he is on meds to get himself some sleep. I think he is on meds for adult hyperactivity.

Together they are quite a cocktail that only makes him more dangerous and stupid. Add to this Cheney's health problems where I actually question his ability to be 'around' much high-tech gadgetry due to his mother of all pacemakers, and it contributes to both of them being out of touch and more manipuable to those around them.

And we know there are a bunch of pure Nazis around them.
