There will not be a terrorist attack before November.
If there were, after the media dust settled a few days later the main focus would be "How did we fail again"? bush's decision to divert most of our resources away from al Queda and to Iraq would undoubtedly be the number one topic. The mainstream media gave bush a pass on 9/11, but they won't be able to do so if we get attacked again.

Thus, the bush cabal won't let another attack happen. Instead, what they will do is keep jerking us around with terror warnings. If Kerry looks like he'll win on election day, we can expect a Level Red terror warning for election day or a day or two before. The terrorists are coming to kill us and disrupt democracy! The elections will be postponed, we'll all be quivering with fear, but--george w. bush has stopped the evil terrorists! Through his bold, decisive leadership we've foiled the evil-doers plot! All hail george bush! Elections will be scheduled for immediately afterward (remember, immediately after 9/11 bush's approval rating was in the high 80's). When voters go to the polls they will be offered a choice: george bush, who just saved your life, or Frenchman John Kerry.

Of course, all of this won't be necessary if it looks like bush will win (unlikely). And besides playing games with terrorism, outright theft of the election with BBV is also in the works.
