Sen. Kerry himself only joined the Swifts in the Mekong river after two years on a ship in the Pacific. So O'Neill could have been on another assignment in VN before or after the Swifts.

I do notice, however, that in the opinion journal article he says he was in the swifts for 12 months. The times, they are a-changin'...
