Given the shortage of National Guard here in the States, and the "hoards of wild, insane PRO-testers" descending on poor innocent Republican delegates in a couple of weeks... they'll be here in NYC!
2.) The poor troops in Iraq are going to be kept there through the election - can't have disgruntled troops returning and bringing the truth home with them. This move deflects the harshness of the "keep them there" strategy.
There may be another "terra attack" on NYC that amazingly only kills the protesters and that the admin will spin to look like it was an attack on them that was just "miscalculated". Will need to call in the troops to handle that one.
Or they could just be preparing for Martial Law, you know, just in case. ;)

Little bush is not pulling these military personnel NOW, he's doing it 7 to 10 years from now. We'll be kicking his little ass out of the White House, so he'll be doing shit.
I don't think this one has nefarious intentions. The troops in Germany, you should remember, have just rotated back to germany from their Iraq tour. Remember thye great worry that they would be in Iraq when their families had to move? Basing in Germany is expensive and it is difficult to move assets to conflict areas. Germany has many training restrictions - no flying or firing at night. The current basing study indicates that there is plenty of base capacity in the continental US. Longer tours within units means better military family life and it will be cheaper for the tax payer. I also have personal memories from about 12 years ago of Patsy Shroeder touring US bases in Germany and telling service members and dependents that we had to stop building little Americas around the world.
