He was satirizing the strange use of civilians at Fort Hood, by the Army. The citizens are paid $11.25 an hour to dress up "like Arabs" (no lie), and taunt the troops in a fake city, so the troops can practice... (killing them? I'm not sure). The real story (sorry, linked from Fox News) is just as odd as the funny satire about it.
