What's that term for the decrees that Osama issues? It's some arabic
word, I forget what it is. I just remember Bill Maher jokingly said that Osama issued his "faloffles" . Another word I'm not sure how to spell. Anyway does anyone remember or understand what I'm talking about?

I don't think Osama has the authority to do that.

Ayatollah Ruhollah Khomeini issued one against Salman Rushdie a while back.
