Bush, Cheney, Rumsfeld and their enemies in the CIA?
It seems that Robert's plan to break up CIA would conveniently put Plame, Chalabi/Iran and many more incidents behind them. Remember how pissed CIA folks were with the handling of the Iraq evidence. They don't have many friends over there. And if Goss is named head of all intelligence they suddenly have dangerous partisan power.
