2. Paint signs on cardboard or old sheets
Attach to chain link fences. No vandalism but the messaage gets out.

3. Make sure the paint is water soluble and will easily wash off
in case you get caught and they make you repair the damage. A damp sponge and bucket are much easier to use than an expensively rented sand blaster. I have to admit being sorely tempted to defacing stop signs into "stop Bush" signs, although I'm to old and decrepit to make a clean getaway.
