A $422 billion deficit would be the biggest dollar amount in history, though the shortfalls of World War II were larger when the figures are adjusted to even out the impact of inflation.

1. I think Dubya's promise...
of reforming the tax system is to give them an out on more tax cuts. Also I think they fly under the radar with a tax increase using a flat tax rate. Why else is he proposing this? Any other theories floating around out there?
