The U.N and the election

Does anyone no more about the proposed plan to have U.N observers oversee the elections? Right-wingers have been bringing this up again, and apparently this plan might actually be enacted? I found the whole idea rather troubling, and it not only doesn't wash politically, it's just plain bad policy. Kerry hasn't touched this at all, but 13 high-profile House Dems have backed the plan.
