Does this constitute a violation of separation of church and state?

Does this constitute a violation of separation of church and state?
I found this on this on the Office of National Drug Control policy:

It basically states that a good way to prevent kids from using Marijuana is through faith. But doesn't this mean that an Office of the United States government is actively promoting people to practice religion, and is hence a violation of the separtion of Church and State?

1. No. As long as no specific religion is named, it's OK.
Besides, the statement "through faith" doesn't even mention faith in what. It could mean faith in yourself, in humanity, or in your stock portfolio!

I know that's not the intention there, but that's the way it would be defended.

4. The "drug facts" stated are highly suspicious

Many of the biggest dopers in my high school (which was a while back),
attended church every week.

Very weird document. First page extols the virtues of having
children attend church every week (3 TIMES less likely to do
marijuana!) and the SECOND page complains bitterly about the LACK
of YOUTH ORIENTED DRUG PROGRAMS in churhes...

So let's see... if your kid attends church every week, he won't
do drugs... but churches around the nation are doing a very bad
job of preaching about drug use... HUH???

I don't believe their statistics anyway.

And while this page isn't promoting a specific religion, it is
promoting religion.
