...good "foreign policy presidents" in the last 50 years-- the underlying cold war mentality was too pervasive and poisonous.

on edit-- that cold war perspective was built onto a foreign policy that was essentially imperialist, i.e. intended to make the lives of American "consumers" more comfortable at any cost (and that of the capitans of industry more profitable).

The foreign policy expertise of a lobotomized rabid dog.... Bush's foreign policy can be summarized as "hasten the Apocalypse, but until then treat the entire world like your personal bitch." Misogyny intended, in this instance.

on edit-- oops, wasn't paying attention. I'll leave the comment up, however, with the caveat that I obviously misread Bush the elder.

6. It's Bush 41, not Bush 43.

Bush 41 was criticized in the '92 election for focusing too much on foreign policy and ignoring domestic policy. Rightly so, I think.
