Vote on a 5 x 7 card in "even" years... No BBV
When was the last time you saw voters exorcized about whether their vote counted on a bond issue?? a referendum?? a proposition??

Why?? Because most people don;t even KNOW what they are voting for in regards to those things, and the way they are worded, a NO vote can actually approve it and vice versa..

WHAT IF????

Even years each precinct had a ballot that had

president (every 4 years)

pick ONE

senator (whenever your senator was up for re-election or to fill an empty seat)

pick ONE...(or two , is they both ended up running the same year)

congressperson

pick ONE..

the back side of the "ballot" could be for local elections..

That's all the election would be about..

It would be a breeze to count...easy to store/scan/whatever..

In "odd" years, the "other stuff" would be voted on, and any emergency replacements for congress/whatever...

It's GOT to be easier and cheaper to do it this way.. Most places end up having elections every year anyway...for this and that..

The only elections that REALLY MATTER to people are the ones involving PEOPLE..

1. When I was a resident of Michigan........
Our ballot was a goddamned bedsheet. It was about as big as an open newspaper. There was a column for every party represented on the ballot (even if they only had a candidate for one or two offices.

there was then a line for each office:

President/Vice President
Senator (if one was up for election)
Congressman

Governor
Lieutenant Governor (later they changed it so both ran on the same ticket)
Secretary of State
State Treasurer
Attorney General
Auditor General (later all cabinet member were appointed)

University of Michigan Regents (three each)
State Board of Agriculture (Michigan State University board-thrree each)

County Sheriff
County Treasurer
Register of Deeds
Drain Commissioner
County Attorney

Township Supervisor
Township Clerk
Township Treasurer
Twonship Constable (two each)
Township Library Board (three each)

Then there were several odd sized non-partisan judicial ballots for the various courts on separate ballot papers (usually two or three different ballot papers.

Also separate ballot papers for state constitution initiatives and county/township tax millage votes.

If you were at home, they were all on the old mechanical voting machines. As a military person, I usually voted by absentee ballot and it used to be quite a package.

2. They could have people vote for the President and US
Congress on plain paper (or plain index card) even if machines were used for other races.
