I've heard that many counties have rules in place that absentee ballots are only counted if the race is close. If the race turns out not to be close then the ballots are not counted.
Those jerks at the board of elections didn't send the ballot early enough. I got it the day before the election. Ohio law states that absentee ballots must be received at the county board of elections by the time the polls close on elction day. I had to overnight mail it, which really annoyed me. I had the extra expense, which seemed like a lot of money at the time as well as walk to the post office over a mile away.
