BBV - time to email the reporters

"The 2002 Help America Vote Act requires localities to have new electronic voting machines in place by 2006."

I'm seeing sentences similar to the above in too many articles lately. Reporters keep repeating the same nonsence over and over and over again.

Now, I'm no expert in legislation, but can anyone point me to just exactly where in the Help America Vote Act it says that locations are required to have new electronic voting machines nevermind having them by 2006?

I seem to recall it says that they must have something suitable for use by the visually impaired, and that DREs are such an option, but they certainly aren't the ONLY option.

Am I reading this all wrong, or are the reporters now contributing to the deception of the public?? (rhetorical question)

From now on, each time a reporter pens such drivel, they're getting a not-so-harmonious email from me.
