Operation 40

As a result of this memorandum Dulles established Operation 40. The group was presided over by Richard Nixon. Tracy Barnes became operating officer of what was also called the Cuban Task Force. The first meeting chaired by Barnes took place in his office on 18th January, 1960, and was attended by David Atlee Phillips, E. Howard Hunt, Jack Esterline, and Frank Bender.

On 4th March, 1960, La Coubre, a ship flying a Belgian flag, exploded in Havana Bay. It was loaded with arms and ammunition that had been sent to help defend Cuba's revolution from its enemies. The explosion killed 75 people and over 200 were injured. Fabian Escalante, an officer of the Department of State Security (G-2), later claimed that this was the first successful act carried out by Operation 40.

Over the next few years Operation 40 worked closely with several anti-Castro Cuban organizations including Alpha 66. Bernard L. Barker, Frank Sturgis, William C. Bishop and David Morales also joined the project. Cuban figures used by the Operation 40 included Antonio Veciana, Roland Masferrer and Eladio del Valle.

On December 11, Colonel King wrote a confidential memorandum to the head of the CIA which affirmed that in Cuba there existed a "far-left dictatorship, which if allowed to remain will encourage similar actions against U.S. holdings in other Latin American countries."

King recommended various actions to solve the Cuban problem, one of which was to consider the elimination of Fidel Castro. He affirmed that none of the other Cuban leaders "have the same mesmeric appeal to the masses. Many informed people believe that the disappearance of Fidel would greatly accelerate the fall of the present government."

CIA Director Alien Dulles passed on King's memorandum to the NSC a few days later, and it approved the suggestion to form a working group in the Agency which, within a short period of time, could come up with "alternative solutions to the Cuban problem." Thus "Operation 40" was born, taking its name from that of the Special Group formed by the NSC to follow the Cuban case. The group was presided over by Richard Nixon and included Admiral Arleigh Burke, Livingston Merchant of the State Department, National Security Adviser Gordon Gray, and Alien Dulles of the CIA.

Tracy Bames functioned as head of the Cuban Task Force. He called a meeting on January 18,1960, in his office in Quarters Eyes, near the Lincoln Memorial in Washington, which the navy had lent while new buildings were being constructed in Langley. Those who gathered there included the eccentric Howard Hunt, future head of the Watergate team and a writer of crime novels; the egocentric Frank Bender, a friend of Trujillo; Jack Esterline, who had come straight from Venezuela where he directed a CIA group; psychological warfare expert David A. Phillips, and others.

handling Goss matter.

Told him to look at second picture down on " madcowprod site"

he was too young to know what operation 40, or Frank Sturgis and

Watergate plumbers was,

but I let him know... He looked up the site and saw the picture as

I talked to him. Told him about calling Goss murder inc of the

Carribbean.

Boy I hope they make good use of it.

My memory of that time is very vague...... could you please refresh my memory, either in a post here or PM, because I have decided to also call my RW Senators, and this would be one very good thing to have to bring up. If the aides won't listen to it, then it's clear this is completely political and no concern about the good of the nation.

I will also hope that Kennedy etal make very good use of your research! Excellent work!

They have to vote for him. If they don't, they'll be labeled as people who don't care about the security of the Fatherland.

This is the same Senate that voted for Negroponte to be Ambassador to Iraq.

"The Lie Factory" is indeed dynamite. Its been posted here before, but perhaps its time to bring it out again. I think someone did mention the article once at the 9-11 hearings, but it didn't go anywhere. This article pretty clearly demonstrates treason.

Karen Kwiatkowski has done a great service in exposing the OSP.



I wrote her a letter thanking her for an article she had written. Here is a small quote from her reply which seems to fit well with today's Goss nomination: "We all need to be vigilant in the coming months, not just concerning terrorists, but lying politicians!"

This is the club version. The OC central committee changed a couple of words. BTW, the club that came up with this is one of the neatest clubs in California.

Resolution Calling on the members of the U.S. Senate to filibuster the nomination of Porter Goss

Whereas, Republican Congressman Porter Goss is a partisan political opponent of civil rights who has consistently backed the Bush Administration's political agenda without asking relevant questions or showing any independence of the Bush Administration’s politics and policies, and

Whereas, the misinformation the American people received about Iraq was caused by a lack of neutrality in the intelligence community such that the reports were tailored to give the Bush administration the slant it requested instead of tailored to present the real truth, and

Whereas, the American people cannot trust the accuracy of any information given by an agency which is run by a director who has been engaged in partisan politics, national security depends on accurate information independent of a political agenda and Americans will be less safe if the Bush Administration has a yes-man running the CIA,

THEREFORE BE IT RESOLVED that, in the interests of national security, the Patrick Henry Democratic Club calls on all members of the United States Senate to filibuster the nomination of Republican Congressman Porter Goss to the directorship of the CIA.

THEREFORE BE IT ALSO RESOLVED that the Patrick Henry Democratic Club calls on all Democrats to focus the efforts and support they plan to contribute towards the senatorial races on those Senators who do in fact filibuster the nomination of Republican Congressmen Porter Goss to the directorship of the CIA.
