Perle thought the USA could attack the USSR with nuclear weapon's and "win".

2. He also thought that installing loudspeakers in the mountains
of Afghanistan and shouting propaganda from them would inspire massive defections. He actually thought the Soviets would surrender to the Afghans- people who were well known to torture captured Soviet soldiers to death.
