Nothing makes a Bush supporter happier than thinking that nothing can constrain Bush. They believe, somehow, that Bush is lying and cheating for a greater cause, like passing an unpopular conservative agenda or to fool the country into a war it should want but doesn't. But as the secretary shows, Bush lies and cheats for himself, not causes. He will screw his supporters and his country for his own interests.
