How can you know beyond doubt that an attack is planned, but not have enough information to stop it? Wouldn't they have to have specific knowledge? How could they get that specific knowledge without having any specific knowledge of who, when, where?

A terrorist strike a few days after the election would be more chaotic, especially if any states go the route of Florida in 2000 -- or if Kerry wins (since Wingers will likely blame the strike on Kerry, and would immediately move for a preemptive impeachment).

Is this not the definition of 'Threat Con Red'? If they are sure, are they not obligated to the public to issue 'Threat Con Red'?

There are five possibilities that explain why we are not at Red:

1) The quoted memo is bullshit.
2) Memo is not bullshit, but the threat is. Sort of a back door whisper campaign.
3) They are trying to let the 'terraists' reveal themselves to lure 'em in.
4) LIHOP. Don't want to stop it.
5) MIHOP. Don't want some cop to stop it by catching their guys.

If an attack does come to pass, they cannot claim ignorance of the threat this time, and I do not think 3) above will work as an excuse for not going to Red. In fact, if they are sure, which the memo claims, not issuing Red at this point is extremely stupid.
