Patriot Act Question-delayed notification
I'm watching Cspan right now. If I understand this correctly, when the FBI uses delayed notification, under the Patriot Act there isn't a particular notification time for the person concerned (that is, if someone broke into your home and took evidence, there's no time limit for letting you know that happened, so you might think your home was burglarized). James Comey seems to be saying that the judge in the case sets the standard for notification. Orrin Hatch says that 7 days seems unreasonable and arbitrary as a specific time limit for notifying the person involved.

My question is-does the judge who issues the warrant ALWAYS set a time frame for notifying the person involved?

... some court or another, so, yes, the judge can set a time limit. However, under the Patriot Act, some warrant requests which would have been typically handled by domestic courts can now be taken to an FISA judge, and those have been notorious for rubber-stamping requests from federal prosecutors regarding intelligence matters.

They really want to keep this as open-ended as possible, since setting time limits messes up their case for indefinite detention in other matters. Keeping an option for an open-ended warrant means they can stretch cases out for years, which effectively subverts the Constitutional protections afforded us--which is precisely the idea they have in mind.
