2. Seeing as how Bush "enacted" them via executive order, how
are they being funded in the first place?

Why do neocons hate the ENTIRE constitution?

3. found this
<snip>
The President today announced approximately $188 million in grants to help Americans in need with additional funding of $43 million for the Compassion Capital Fund, which supports the work of over 1,900 local groups and faith-based organizations that assist people in need; $45.5 million for mentoring children of prisoners to care for children at risk and in need of a responsible adult in their lives; and almost $100 million for the Access to Recovery program to help Americans conquer addiction using substance abuse treatment vouchers to access the most effective programs.
The President's FY 2005 budget proposal requests an additional $100 million for the Compassion Capital Fund; an additional $50 million for mentoring children of prisoners; and an additional $200 million for Access to Recovery. <snip>

4. Excellent question and how much
has been used for construction. I recall a grant was given for a church to use for construction.

My guess is that the bookkeeping is pretty poor for these grants.

5. Payoff?
A good article about the CCF over at TomPaine.com:

http://www.tompaine.com/feature2.cfm/ID/6535

I think the CCF is just a way for Bush to use taxpayer money to "pay-off" the Christian Right for their strong efforts, commitment, and full, unquestioning support.

Without their help, I think he, and other Republican candidates, would not have had such an easy time. The current election, IMHO, is also strongly influenced in this way. The Christian Right is very organized and vociferious.

However, as the above article suggests, they are not all happy about other religious groups getting a slice of that taxpayer pie.

If you missed it, there was a rather odd, anecdotal event with Rev. Moon not too long ago. He strongly supports the Right here because he has never been able to get Americans to fall for his brainwashy "religion" in large numbers. Do check into him if you get a chance ... follow his money, it is very interesting:
