2002 and 1998 Midterm Elections
The incumbent party in the White House both broke trends and won seats. What similiarites were there in the GOP and in the Dem strategy in both elections?

I am reading about the 1998 elections in the book called the "Breach" and it seems like many of the internal GOP criticisms mirrored what Democrats here said after '02.
