Dennis Rader Was Arrested Apparently Based On DNA Evidence

PARK CITY, Kan. -- Neighbors are painting a mixed picture of the man police believe is the BTK serial killer.
Some say Dennis Rader helped the elderly with yard work. But others say he was an unpleasant man who looked for reasons to cite them for city code violations.
Rader was an ordinance enforcement officer for the local government in Park City, Kan.
One man says his wife caught Rader filming the back of their house. Others say they saw him measuring the grass in front yards to see if it was too long.
Rader also led a Cub Scout troop and was active in his Lutheran church.
