Rove has taught him to cover up the laugh he was born with, and of course, with his inability to learn anything complex, "heh heh heh" was the best they could come up with.

Try to imagine bush with a snerking, pig-snorting laugh, and be grateful for small favors. (But, yeah, it's creepy.)
