Senate and House differ on budget per Medicaid cuts

Senate and House differ on budget per Medicaid cuts
are there other differences? If I recall - last year they could never agree (between the two houses) on a single budget - and instead voted on multiple budgets (chunking out pieces) - and then later had some supplemental spending bills. I don't remember that ever happening before. It looks like they may again be heading to an impasse. How do the repubs "win" by passing multiple parts of the budget as smaller entities rather than one big budget as is normal protocol? Just asking... and wondering if they are trying to engineer an irreconcilable set of budgets intentionally.
