As the Congressional fight over CAFTA heats up, one of the arguments we are hearing from the Bush Administration is that failure to ratify CAFTA would jeopardize the reform of Central America's democracies and institutions. Trade Agreements are often touted as democracy-builders, but history disproves this theory.
