Those 30% are guaranteed voters when they're pretty sure that the candidate is going to support their POV. I'm willing to bet they had a 80-90% turnout in several states during the last election. When the churches are allowed to openly push "voting guides" on their captive audience from the pulpit, that can have a huge impact.

Take that 25% of the electorate, add in another 10-15% from the various fatcats, ultra-nationalists, racists, and miscellaneous propagandized dipshits not already in that category, and suddenly we need a 75% turnout just to think about pulling even.
