9. I remember this exact scenario
happening with the Dems. It's making me crazy that I can't remember the incident. Anyone? Maybe it was something about impeachment?

The bottom line with Frist is that this is indeed "procedural."

10. It happened before w/ Frist
http://www.fb.org/news/fbn/03/12_08/html/senateshelves_.html
This is from a Dec 2003 article.
<snip>
The House on Nov. 18 passed the final version of the energy bill on a 246-180 vote. The bill was introduced in the Senate that same day, but a Nov. 21 Senate vote to limit debate on the bill failed, 57-40, three votes short of the 60 votes needed to invoke cloture.

Senate Majority Leader Bill Frist (R-Tenn.) changed his vote at the last minute from "yea" to "nay" so he would be allowed to bring up another cloture motion in the following days.
</snip>

same thing

12. Thanks.
Maybe that's it. But somewhere in my muddled mind, it seems that a Dem. did the same thing and Dems were in an uproar at that time. But, then, like now, it was a procedural thing.

11. So Frist voted against the filibuster before he voted for it?
Yes, it was a procedural thing. But this should be the sound bite you use with your friends...

13. It's just not a big deal at all.
I don't think trying to use this as a "flip flop" will do our credibility at all. A Democrat in that position would do the same thing. Frist would have been irresponsible to have done otherwise, in terms of his party.

We should be concentrating on Pryor, Landrieu and Ben Nelson, Democrats who voted for cloture and are likely to vote for Bolton.

15. Ben Nelson will be in a tough re-election fight
Nebraska is highly Republican. And Landrieu has no walk in the park either. I don't know much about Pryor's situation except that he's from Arkansas. In other words, these three may feel that they need to not give their Republican opponents an easy way to criticize them in terms of not supporting Bush, since they are from pro-Bush states (ugh).

I'm not saying I agree, but just trying to understand each of their positions. I suppose that any one of them might actually think that any president should get every non-judicial appointment he wants, but I don't know if that's the case here. My guess is that it is self-preservation.

Procedural is a b-i-g word.

A huge part of the base likes it simple.
