They are sending a HazMat team of to this fire. They think it is a few railraod cars....possibly hazardous materials

2. Hazmat is link into the health dept and fire dept.
they are usaually always on standby in disasters or even car wrecks.

3. Because it should be clear...
...the "assetts" are on the ground to ensure an "orderly" demise of those too poor to obey the mandatory evacuation command. They certainly don't want anything to happen that might threaten the welfare of the "landed gentry" though...

6. One more CIA-manufactured distraction.
Couldn't get food and water to the people - had to worry about getting the haz mat team in and the "just back from Iraq" CRACK killers in position.
