Here it is: the good, the bad, and the infuriating. Much of this material is from Americablog.

Right-wingers claim Bush (and by extension FEMA) had no idea how bad it would be. That's probably why the White House declared a disaster on Saturday - before Katrina even hit - and authorized FEMA 'to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures.' http://www.whitehouse.gov/news/releases/2005/08/20050827-1.html
