9. That's what they are hoping for
They almost got away with it during Katrina. Now we are seeing a sudden renewed interest in biologicals. OMG, people are going to get the flu this year and die. Oh excuse me George, but about 60,000 people in the US died last year, but you didn't even notice.

This whole infectious disease thing is mostly overhyped bs.

If we were going to have a major outbreak of anything, it would have happened as a result of the tsunami and it didn't. Again, during Katrina we have still not seen anything out of the ordinary.

Good thing BushCo is running out of time. They will surely try to pull one more event before they go down, but hopefully it will be another dud.

They knew this was a windfall for them. They could once again use fear on the American people to gain control of even more rights and liberties.

"Flu viruses spread in respiratory droplets caused by coughing and sneezing. They usually spread from person to person, though sometimes people become infected by touching something with flu viruses on it and then touching their mouth or nose. Most healthy adults may be able to infect others beginning 1 day before symptoms develop and up to 5 days after becoming sick. That means that you can pass on the flu to someone else before you know you are sick, as well as while you are sick."

So increasing close contacts between people that facilitate transmission of respiratory droplets could effect transmission. Putting thousands of people in close contacts in shelters might do that. Creating circumstances which enhance people have no opportunity to wash their hands might increase transmission.
