What, exactly, are the Iraqis voting for Saturday?

Will they be voting for a constitution that has been written or will they be voting for a constitution that will be written after the vote? If this is confusing to us, who have a mass media, can you imagine how confusing it must be for them? I don't understand why we're not talking about this. If the "consitution" passes on Saturday, Bush will be claiming a great victory in Iraq. Will anybody point out that it's not really a constitution until it's written?
