Etiquette Question: I Heard Magic Rat Stole A 4 Year Old Girls Ice Cream

By running across the street, through a busy intersection, sideswiping her mother, thereby knocking her out of the way. As he proceeded on, he grabbed the ice cream by the cone while simulteneously shoving his dirty palm up in her face right underneath the chin, knocking her back into some thorn bushes.

If that wasn't bad enough, Magic Rat noticed that the cone was vanilla. He HATES Vanilla and wanted chocolate. He then proceeded to throw the cone at the little girl which exploded onto her pretty pink dress.

Magic Rat then fled on foot to the local Chucky Cheese.

Should he have thrown the ice cream cone?

Yesterday, I gave the major stink-eye to a lady at the local coffee shop who was there with 4 pre-teen girls who thought it would be cool to do a drum routine on the table using their hands and cardboard cups. I wish they had ice cream cones I could've stolen and thrown at them.
