You just want to upload files that others can access, but that aren't necessarily linked to your other pages? I don't use Front Page; however, regardless of your Web software, you should be able to upload any file via FTP. It doesn't even have to be an HTML page. I can be any type of file. You'll just have to give people the correct download address.
If your Web address is www. me.com and you upload a file, you.jpg, the address would be www. me.com/you.jpg (I've purposely place a space after the www. otherwise, the address shows up in this message as red boxes)
Then, you have the option to save or open the file (just like when you download something).
OR if you mean that you want one page with multiple links to various files, create one HTML page with links to all the files you want and upload via FTP the HTML page and the linked documents. Again, the page does not have to be linked to the rest of your site as long as you have the correct address.
One note: I think the name of the file (in our example, you.jpg) needs to be less than 8 characters with no spaces or else it won't work. The 8 characters does not include the extension (.jpg, etc.)
