Hadn't seen this one before:

George W. Bush begins his speech to open the Olympic Games. "Ooooooo! Ooooooo! Ooooooo! Ooooooo! Ooooooo!"

An aide comes over and whispers: "Mr President, those are the Olympic rings, your speech is below!"

3. That's an old Russian joke revamped...
..it was popular in the 1980's in USSR about Leonid Brezhnev, who had as much intelligence as our Dear Leader...still rings true though
