Basically, a glorified way of saying 'talking point'.

3. bit more than a talking point though.
Talking points have a definite beginning and intent, like an election campaign trying to spread a message. Memes are less exact. They sort of grow out of no clear beginning, and spread, and evolve.

4. Memes can begin as talking points,
at least in this day and age.

"Al Gore invented the Internet."

"Wellstone's funeral was a big political rally."

We all know pretty much when those began, and we know that they are crap. But it is amazing how many people still think they are true.

I bought the Al Gore one myself, until I did a little research.
