but Novak won't be indicted. He broke no law, unless he lies to the Grand Jury or otherwise obstructs justice. Publishing true information is not illegal.

The CIA asked him not to publish her name but he did it anyway. There could have been a discussion of the legality of that action. Even if not, he could be charged. I don't know exactly how the law on this is written or interpreted.
