1. You'll have to give more info

Windows Version, Network Setup and the exact Error Message.

But truth be told: a reinstall might be a good idea. First try reinstalling just the Network, should that fail the complete Windows.

2. windows 98
I am just installing DSL.
I installed a Netwoek Ethernet Card and
all hell broke loose, I uninstalled it and reinstalled
it and the messages remain.
(The message began BEFORE I uninstalled and reinstalled)
The windows registry or SYSTEM.INI file refers to this device
file, but the device file no longer exists

If you deleted thid file on purpose, try uninstalling the associated application using its uninstall or setup program

If you still want to use the application associated with this
device file, try reinstalling that application to replace th missing file.

vredir.vxd
Cannot find devicefile that may be needed to run Windows or
a Windows application

dfs.vxd
Press a key to continue

Network setup can seem quite esoteric.

You should check out these two articles in the knowledge base:
http://support.microsoft.com:80/support/kb/articles/Q302/5/90.ASP

http://support.microsoft.com/support/kb/ARTICLES/Q129/6/05.asp

However there is a possibility that the files aren't missing at all, just mis-linked in the registry. In this case a reinstall would be in order. But probably manual unpacking will work.

6. Those articles look good. Do they explain 'manual unpacking'?

Yes, the second article should (now) explain how to get files unpacked from the windows cd.
