Is "our nation's debt to Secretary Rumsfeld" like a student loan?

How many years do we have to pay off the debt? If we fail to pay off the debt in a timely manner, can the Bush administration garnish our wages? I'm trying to plan ahead and this really complicates matters.

the one we got with excessive military spending and a war we didn't need. It will take longer to pay off than even the worse student loans.
